The approved thing - until the contrary is proven - and therefore these decisions are enforceable until a decision is issued to withdraw them from the administration or cancel them from the judiciary on the dates set for that, and the administration enjoys the privileges of the discretionary power, the expropriation of private ownership for the public benefit, and direct execution. In view of these privileges enjoyed by the administration, there must be effective judicial oversight in confronting them to ensure a balance between public and private interests.
