Hence, the need arose for sources of financing, working to restore the productive cycle of merchants and commercial companies, and working to reduce the percentage of their financial deficit related to deferred debt bills. We are in the process of studying one of these contractual formulas that spread in the field of commercial projects, which is the factoring contract - the contract for the purchase of financial rights - which spread on the level of global trade and extended to many countries. This led to the signing of an international agreement to unify the legal and regulatory rules for the purchase of international commercial rights in 1988, which is known as the Ottawa Agreement to unify the rules for the purchase of commercial rights.
